“Hay desprecio por la meritocracia en el Gobierno”
David Tuesta critica, durante el 32. ° Encuentro Empresarial del Norte (EEN), señaló que, de 54 designaciones del Gobierno, 26 han sido cuestionadas.
Trujillo, 25 de noviembre. “No cabe duda de que la corrupción es uno de los grandes problemas que tiene el Perú y que el Gobierno actual tiene un gran desprecio por la meritocracia en el sector público, por la designación de funcionarios, pues 26 de 54 designaciones han sido cuestionadas”, señaló David Tuesta, presidente del Consejo Privado de Competitividad (CPC), durante su conferencia sobre la “Mejora de la institucionalidad y fortalecimiento de la democracia en el Perú”.
Explicó que se necesita un sector público que funcione y trabaje, un perfil técnico mínimo para los ministros y viceministros, permanencia relativa de los directivos y funcionarios clave, porque tienen una excesiva rotación. “Se requiere un marco competitivo y traer talento, también, para el nivel subregional”, precisó.
Al respecto, Francisco Huerta Benites, vocero técnico del 32. ° EEN recordó que “la corrupción en el 2020, según la Contraloría General de la República (CGR), significó una pérdida de ingresos de poco más de 23 mil millones de soles. Es una clara expresión de la debilidad institucional, que afecta a la productividad y al crecimiento económico, así como a la pérdida de confianza de la sociedad en sus instituciones. Es la tormenta perfecta. Se requiere una modernización del Estado con transformación digital, así como fortalecer la CGR con el control concurrente, entre otras acciones”, anotó el también presidente del Instituto de Economía y Empresa (IEE).
Con el mismo tema, el analista político Enrique Ghersi recordó que la estructura estatal se redujo en la década de los noventa, pero en los últimos años ha proliferado la burocratización. “Hay una cantidad enorme de instituciones públicas que muchas veces superponen su competencia y el resultado es que la burocratización del país traba las actividades económicas porque los ciudadanos no pueden desarrollarse ni oportuna ni eficientemente. Son instituciones que gastan cuatro de cada diez soles, ¿y quieren más impuestos?”, se preguntó. “Si no lo saben gastar y sin calidad del gasto, hay corrupción”, sentenció.
