Trujillo, 1 de diciembre de 2021. “El diseño fallido de la descentralización incide en la provisión deficiente y dispar de servicios públicos. El descentralismo ha fallado y creado clientelismo entre los Gobiernos subnacionales con el Gobierno nacional”, advirtió el economista país del Banco Mundial para Perú, Daniel Barco Rondan, durante su exposición “Políticas de reactivación: desafíos para el desarrollo de las MYPES”, ofrecida durante el 32. ° Encuentro Empresarial del Norte (EEN).
Precisó que el Banco Mundial tiene tres recomendaciones: clarificar las funciones del gasto de los diferentes niveles de Gobierno, reorganizar totalmente el sistema de transferencia a los Gobiernos regionales, con reglas claras para que estos no deban estar negociando con el Gobierno nacional. Ahora existe demasiada discrecionalidad del representante del Gobierno nacional, advierte.
Ante ello, el presidente del Instituto de Economía y Empresa y vocero técnico del EEN, comentó que es fundamental reducir la informalidad pues contribuye al crecimiento económico y reducción de la desigualdad. Ello requiere una intervención integral en donde estén alineados los tres niveles de gobierno.
“En particular, se requiere evaluar y mejorar la carga regulatoria, el mercado laboral, la política tributaria, los servicios públicos y el capital humano. La evidencia indica que la informalidad, en lo principal, está asociada a la actuación del Estado”, explicó.
Con respecto a la reforma laboral, el exministro de Trabajo y economista Jorge Gonzáles Izquierdo precisó que toda economía debe dar oportunidad para que las personas tengan un empleo con un ingreso que le permita cubrir un nivel de vida satisfactorio. “Así, se deja atrás políticas de tipo asistencialista que crean dependencias como los bonos; si los quieres mal usar, pueden crear dependencia política”, advirtió.
Francisco Huerta complementó que los recursos del Estado deben orientarse, en lo principal, a fomentar empleo productivo, que son más sostenibles y son buenas señales al mercado. “Lo otro crea complacencia y clientelismo, y son de corto plazo, pues duran mientras haya recursos, y cuando quieren seguir manteniendo los bonos plantean aumentar impuestos; son malas señales al mercado”, anotó.
